The story of Seğmenler Park dates back to 1981, Atatürk's 100th birth year. The Ankara Metropolitan Municipality organized an architectural competition that year, and Selami Sözer won the project. The park, whose foundation was laid in 1981, was opened on October 10, 1983, by then-President Kenan Evren, after a two-year construction period.

The Seğmenler Monument, which gives the park its name, is the work of sculptor Burhan Alkar. Seğmenler symbolize the mounted guard units unique to Ankara during the Ottoman period; Mustafa Kemal Pasha's meeting with these units on the Dikmen ridges during the War of Independence holds great historical significance. The inscriptions on the monument also refer to this meeting. Over the years, the park has gone beyond being just a green space, hosting Turkish pop concerts and TRT program filmings; thus, it has gained a special place in Ankara's cultural memory.
